Programmatic documents on plans, policies, or programs are often ideal places to discuss ecosystem sustainability and management, biodiversity, global warming, community or regional land use planning, and other larger-scale issues. Decisions on land and resource management that take into account maintenance and enhancement of long-term productivity are bound to be more in line with the policy set forth in NEPA (see section 102(c)(iv)).
