Definitions
Administration budget: A budget that has been formally proposed to Congress by the President.
Budget allocation: The process of disbursing appropriated funds to designated activities.
Budget formulation: The process of developing proposals and accompanying justifications for future years' budgets.
Budget justification: The budget justification explains or justifies what the NPS is doing with the funds previously provided by Congress and requests changes or additions to its budget. Each year, the NPS transmits a "budget justification" to Congress, as part of the President's budget.
Nonrecurring: Refers to activities that are undertaken on a project basis. Cyclic activities that recur at multi-year intervals are usually treated as nonrecurring.
Operations Formulation System (OFS): A database of operational (base) funding needs for the NPS. Used to formulate operating budget requests.
Project Management Information System (PMIS): A database of all project needs in the NPS. Used to select projects for funding.
Recurring: Refers to activities that recur regularly enough that they should be undertaken as part of basic park operations and funded with park base funds. Cyclic activities that recur regularly and frequently may be treated as recurring.
